No he couldn't. He lacked uchiha kekkai genkai and control over hashi cells leaving his Izanagi incomplete. So it wasn't perfection if the jutsu is incomplete you dumbass.
And According to Tobi, Sasuke was more proficient with his eyes than Danzo despite the senju dna. He clearly could not handle the sharingan like Sasuke could, just look at ther end results. And Sasuke went into that battle with a stamina handicap while Danzo was strapped with senju cells to the max.
