He has no power to dictate the fate of the tailed beasts while they're in Naruto's hands. Besides, his time is already up. It's up to Tsunade or whoever that's in charge; and whoever's in charge, I'm sure they won't stand against Naruto's decision.

Because Hashirama isn't a stupid man. He wouldn't recklessly do something as dumb as that. Also because the Bijuus are in capable, trustworthy hands and everyone is currently in an alliance. Not to mention his time is already over, it's not his decision to make.
