Hashirama and Madara main concern is the world.

Madara wants to create a "WORLD of love", as he told Obito.
Hashirama : "Hah ,the WORLD is always fighting..."

Their main concern is the world.

They'll create Konoha , and see war between clans becoming wars between villages.
At some point they will have to ask themselves how to stop wars against villages , ambitious and smart as they are.
They've seen how peace was created in the land of fire , they created it , we still don't know how but I have my idea.Could that method be applied to create a world of peace?

One will say yes , the other will say that there must be another way or no.
Hashirama and Madara will then fight for their conviction (perhaps to decide whose answer will be choosen for the world's sake).

Men---> Clan(peace created b/w men)
Clans---> Village(peace created b/w clans)
Villages---> Country/Continent(peace created b/w villages)
Countries/Continents---> World(peace all over the world)

They came to a peace agreement. Then Hashi used his wood magic and made a bunch of building for the Senjus, Uchiha and other, weaker clans in the area. boom. done.

The scheme is good (even if village=country), but how do you think they achieve step 2?

They were the strongest... Other clans wanted to be their allies, so they could have easily, initially under-pressure agreed to the scheme...

So you say they enforced peace?Come with us or we kill you.
Other clans might feel acculated , they have no choice.Love will not grow in that type of alliance.

Before being sealed in Mito , where was Kurama?
Imagine Madara knows his father is able to summon him.
Hashirama and Madara killed their fathers , they let Kurama go devastate the land of fire.
Then , they suggest an alliance with all the clans to fight against that " natural disaster".
Hashirama geniusly fought the beast , Uzumaki clan sealed Kurama in Mito...Those 2 are going to lead our alliance.

The clans would feel that they have choosen to ally each other , even if they were forced to ally.
