Sakura has kage level strength and techniques, but that does not mean she is kage level. Sakura lacks the confidence to be a kage, and we've never really seen Sakura in an all out battle by herself, I'm not sure if she could handle an akatsuki member by herself tbh. She needs more experience, she definitely has potential, and that's saying a lot b/c only Naruto Sasuke and Sakura have the potential to be kage out of the Konoha twerps.

oh yea, I guess Shikamaru COULD be kage, but he lacks strength.
