Has Naruto surpassed Shikamaru?

Shikamaru didn't know know about the chakra cloaks and whatnot, if he did, I would have no doubt that he wou'dve come up with something similar.

Intelligence wise Shikamaru > Naruto

Besides, it was practically most of the Kyuubi's idea as when Tobirama explained, Naruto didn't seem to understand it at all.

This is a joke, right?Naruto was able to fornulate a plan base on information he already had; mainly that kurama's chakra was still within the shinobi alliance and his father's FTG tech.If shikimaru had the same info he could have come uo with the same plan.Naruto always needs info before he can make a plan and he can only used what abilities he already has.For an example, Shikimaru thought of asking the kitsuchi to teach the shinobi alliance earth jutsu to created a wall to weaken tge force of the tail beast bomb the ten tails was firing a few chapters ago.Shikimaru is not an earth release users but he knew what was there best chance against the tail beast bomb abd acted accordingly.Naruto couldn't have thought of such a plan because he only knows how to devise plans within his capabilities.If he xan't do itt with a jutsu he already has, he doesn't have the intelligence to think of another way.Naruto has a sneaky sort of cleverness but he's definitely not intelligent which Shikimaru is.

In terms of intelligence? No... not even close.... He just din't had the information at the time, so he din't know what to do. Remember that short when naruto fought komohamaru? He compeltly forgot that he wasn't alowed to use senjutsu justu from the heat of the battle so he is still a gennin.
