I would say yes he has because when Narutos was fighting Oro in 4tails mode Oro was only just able to keep up so he would obliterate him with the perfect link with Kurama. It doesn't matter if his hands are sealed or not Naruto is taking this.

wrong, he regained movement in his arms but couldnt perform/mold jutsu with them. As stated in the previous manga, Sasuke defeated a crippled Orochimaru who couldnt use jutsu and would have won if he didnt want to obtain Sasuke's body.

i saw that fight differently... the way i saw it... oro was toying with him the whole time... and was not serious in any way shape or form... so now naruto in 4 tails mode cant even get oro to take him seriously enought to fight him for real...
