It seems as if Gai had to use evening elephant to get Madara to say he was the best.

I know he says no one came close to him in terms of taijutsu, but that could have simply been how great that tech was.

Well it's mainly because he uses pure tai when he fights that's what makes it so wank worthy in a way. It's like being superb in one area of expertise so well, you can keep up with opponents who expertise in multiple areas.

Gai had no trouble beating Kisame. Kisame is great because he has plenty chakra but I believe gai and Kakashi can beat him an S ranked ninja one on one.

Seems like he witnessed someone using the 8th gate at the very least in order for him to advise Gai to use it. Doesn't mean he was fighting the user or that the user was as skilled at Taijutsu as Gai...could even have used a completely different move set. or been a fodder like Gai's father.
