He would have to deal with more important characters first and the manga is ending. There's nothing she can get now that would not look like a 100% asspull and you know the best part? Noone would care because it's not Sakura :x Everyone always defending Hinata in her bad characterness.

She's gotten her chance and she is now flat on her face wherever. If kishi could squeeze one-two more arc out of this manga i 99% sure it would not be to develop a forgotten clan with noone good left besides maybe hanabi.

And induce pain if they get out of line. As for the whole she not knowing rotation, no one on here knows that for sure she's a main house member and its a jutsu that taught to members of that house,
within her few shippuden appearance she has been shown with several other moves she did have before and Neji trained her as well.

She can't use rotation she needs to get momentum for succesful act of spinning; which requires balance and speed last time we saw she tripped over a pebble her using rotation in next 3 years against the rules of physics and biology even in manga standarts.

OT: This is why I preferred part one better. The Hyuga actually received screen time and development. Naruto versus Neji. Neji versus Kidomaru. All good fights, but Shippuden tossed them aside like some old pair of shoes. The only people I see getting development right now are Naruto, Kakashi and Sasuke.
