Sasuke can try, and maybe even catch him in the genjutsu at some point, but with the Rinnegan being originated from the Juubi, it would hold out for very long.
The Juubi could easily break out.

He could genjutsu the Kyuubi, but that's simpley because he a small fraction of the Juubi.
The Juubi itself is not litterally the 9 beast's power combined, but rather the combination of the 9 beasts unlocked the Juubi's IMMEASURABLE power.

Genjutsu's are not going to help defeat the Juubi.
