It's one of, like ten omakes made for Naruto Shippuden. That was officially released in the US on the DVD release of the fifth Naruto Shippuden Movie (I think, I haven't looked at my collection)

I like how we got to see Shikamaru and Temari actually doing their jobs as chunin exam proctors. :^) Shikamaru smiling at Konohamaru using Asuma's jutsu was nice too.

Filler episodes are used to buy time so that the anime doesn't catch up to the manga.

OVAs are a bit different. They're separate things and are usually used for promotional purposes. Also, their length varies.
