its not that the jutsu didnt work - moments after Hashirama told Sasuke bout the jutsu, Sasuke attacked Madara and was impaled. who knows if he was gonna attampt the jutsu at that time. and since he didnt get the chance to do so, you cant say for certain that it wont work on Naruto

That was for maddy for using hashi senjutsu , to bind someone using his senjutsu

not for the toad senjutsu mode that naruto use
