According from where? Can you show that page? I'm really curious about that. I think Minato is still fastest shinobi with FTG(not base speed) And + We don't know Tobirama's abilities. Just know he's able decoy to 20 elite jonin(bounty hunter) and lost. Creator of Edo tensei+ S/T jutsu+ great suiton user but don't know well.

the part you read you wrongly interpreted. what it means is that in water, nobody is faster. that would be like putting anybody in water and seeing how fast they move. it holds no bearing on overall speed compared to minato. it also says that he was "said" to be unsurpassed in water. that doesnt mean that it is a fact. people from his time said that. there could be faster people in water now. maybe kisame.
