I think that Hanzo's true power wasn't in Ninjutsu but skills in Taijutsu and Kenjutsu.
When we saw Hanzo in fight against Tsunade, Oro and Jiraiya, everywhere were little craters from his explosive tags and he said they could survive his strongest techniques.
In the first fight against Mifune, he used only Kusarigamajutsu even he could kill him with Ninjutsu. He showed impressive Kenjutsu skills - He choped his katana in two pieces.
If you look at Hanzo, you can see his developed body, so he had to work hard to get his muscles.
In the second fight against Mifune, he couldn't make hand seals because his hand sealing wasn't on Kakashi's or Itachi's level. It can mean he didn't use ninjutsu so much thus his HS wasn't so fast.
So in my opinion Hanzo was Kenjutsu and Taijutsu master with great agility like a Hidan.
Do anybody agree?
And please don't write me something as "Hanzo was fodder", ok? thanks
