Without intel or just bare manga knowledge, a decent amount lose due to not knowing exactly how potent his poison is and how it works.

He may not be an insanely over powered character. But for what he has, he manages to hold his own with a good amount of shinobi.

Um I don't think he can beat minato due to how fast he is he can just out run hanzo's main weapon poison and I don't think he can beat the 3rd raikage for the same reason plus hanzo hasn't shown an attack strong enough to take him down

It could be that the sannin didn't have their greatest powers then. Tsunade probably didn't have her seal, Jiraiya lacked sage mode and Orochimaru hand't modified his body.

Although I still think it's weird that the young sannin weren't able to wreck him. He seemed so weak.

Actually not all of them can beat him, even if they do so it does not matter as they are all kage level/S rank shinobi so losing to them does not make someone weak.
