Hanzo and Shisui's rank?

What would you rank these guys in their prime?

Hanzo soloed the Sannin back then, and was said to be one of the strongest ninja of his time by Jiraiya and Jiraiya expressed his disbelief that he lost. Wasn't his time during the Third Raikage's, Yagura's, Onoki's, Hiruzen's, and the 4th Kazekage's time? If this is the case, I rank him as High Kage


Shisui had KA which is extremely powerful. I'd put him as Mid-High Kage.

[Bad Touch Yakushi]

In my tier list I put Hanzo in Top Tier. Because it is tiers and when you look at how many people he can defeat it's similar to that of Kabuto or Madara. That said, my one is intended to be a more simplified tier list for the simples.
