But you also have to factor in that Impel Down was a farce of a prison where the inmates got torchered and thrown into inhumane conditions and it's not like everyone there deserves a punishment like that, just look at Jinbe who got thrown into the deepest corner of ID just because he opposed the war, I also assume Iva never did something to warrant a punishment like ID, rather, he was imprisoned for his ideology and his subordination with Dragon, other ppl who would be imprisoned there if they were cought (just trying to illustrate how absurd ID was) are people like Usopp, Nami, Chopper, ... At the end of the day ID, just like EL had to fall even if Luffy didn't yet realize it fully, while Luffy might have done it for the wrong reasons at the time at the end it will all be justyfied and even seen as necessary

What is more important, to keep innocent ppl out or to lock up criminals? also is something like ID acceptable as a prison?
