Lets hypothetically say Big Mom decides to have some fun and pits Sanji (without the explosive handcuffs) and Caesar (without korosekei handcuffs) against eachother to the death.

So who takes the cake? Curly Brows or Pedo Clown?

Sanji does not stomp. He is a logia with a very hax fruit, he was even avoiding hits from Luffy who has much better haki feats, and he put Luffy to bed in their first fight. He also packs some punch with his explosions.

Sanji is an extremely close range fighter, Luffy could stretch which helped counter the oxygen depriving strategy somewhat.

Sanji should still take this one comfortably but not a stomp.

It's a stomp. Giving Caesar any kind of clout cuz he but Luffy to sleep is like saying the Yeti Cool Brothers are substantial cuz they put Zoro to sleep. Sanji's kicks while coated in Haki is more than enough to take out Caesar, and given that Sanji is the best swimmer of the Strawhats, he'll be able to hold his breath well enough to get in close to Caesar and stomp his ass out with a speed-blitz.

Sanji is not stomping Ceasar. Luffy could deal with him better because of his ranged attacks, and despite that he outright tanked a jet pistol, Luffy couldn't even get a proper hold of him up close. Luffy also has much faster blitzing speed than Sanji does.

He beats him comfortably but its not a stomp, he'll have to get used to Ceasar a bit before he takes him down. Sanji doesn't even have any feats fighting against a logia, or any proper haki feats, he's lacking in that department thus he is not stomping Ceasar based off current showings.

This match is one-sided for Caesar if Caesar managed to suffocate Sanji that is. Since Caesar can control air, and air is gas. The other scenario would be that Sanji will hold his breath for enough time to beat Caesar to a pulp. Caesar isn't for hands/feet combat physically, but as a strategist his chances are 50% at a best guess to finish Sanji off. So yeah, probably mid dif for Caesar, 75% dif for Sanji to defeat Caesar. This is as far as I could guess.

Also his poison gas and poison attacks were not working on Luffy due to immunity, that is 90% of Ceasars arsenal. Sanji absolutely does not stomp. Not a chance.

Like I mentioned before, Sanji is the best swimmer of the Strawhat pirates. In Nami's body, which he noted wasn't nearly as strong as his own, Sanji was able to hold his breath while swimming through freezing waters for extended periods of time. Caesar's ability to remove oxygen from the air won't even affect Sanji that much. Considering Sanji was able to heat up his leg thousands of meters deep into the ocean, I doubt removing the oxygen from the air would even stop Diable Jambe, since water extinguishes fire by blocking oxygen from the flame.

Even if Diable Jambe was unavailable, Sanji was able to bust up Yonji with regular kicks(nothing indicating Yonji was burned and the damage was just dents). By power-scaling, Yonji>Caesar, so Sanji would be able to defeat Caesar even with plain kicks. Caesar's speed isn't all that great, since Gear Third, which is far slower than Gear 2, was able to catch him. Sanji is definitely faster than Gear 3, so even if Caesar gets one or two dodges in, Sanji is catching that ass sooner than later.

The swimming point is a +1 for Sanji that Luffy didn't have, but that's where it stops. Luffy had tons more advantages that Sanji doesn't have besides being an already better fighter than Sanji whose main offense comes from DJ. Luffy was using G2 and up to beat Ceasar.

Ceasar can poison Sanji, he can spread poison gas around the entire vicinity something that had no affect on Luffy. Luffy was fighting a Ceasar who couldn't use important abilities. Sanji doesn't have that luxury.

Sanji does not stomp.

1. Sanji's Diable Jambe was burning underwater, with water being something that blocks oxygen from getting into fire. So it's highly unlikely that Caesar removing oxygen cancels Diable Jambe's heat.

2. That wasn't a sleep gas. That was Caesar removing the oxygen from the air. Given that Sanji in a substantially weaker body can hold his breath for extended periods of time(while in Nami) while in freezing waters, in his actual body, he'd be able to hold his breath long enough to beat the crap out of Caesar while holding his breath. Not to mention that Caesar would turn on the oxygen again in order to use his burning sword.

3. Sanji's kicks would logically hit harder than Luffy's base blows. Not to mention that Caesar didn't tank the hit, since it did visible damage to his body. Sanji would only need a few attacks to knock Caesar unconscious, especially since he beat up Yonji, who should be stronger than Caesar, without Diable Jambe.
