Hand seals only purpose is to assist in molding chakra. If you're good enough less to none is required.

They weren't good enough, or at least zabuza wasn't. Kakashi can't do the justu in less seals cuz it would mess with his whole subtle mind control thing he had going on.
Zabuza needs 44 seals. It's not that bad since zabuza is only a jounin. Mei did it in 1.

So Itachi, jaraiya, Minato and hurizen all have poor chakra control.

Minato went out of his way to use(ftg) and invent justu(rasengan) that use 0 seals and can use 1 handed seals.

Itachi techs use 1 seal.

For example, instead of making a cross using index and middle fingers on both hands. A mini cross with just a middle and index finger was used to do shadow clones.
