Toneri come in contact with all 3 members of Huyga main family , Hiashi,Hanabi and Hinata.

- He had meeting with Hiashi and never wanted his eyes he even tried to kill him

- He had meeting with Hinata and he asked her to be his wife and never wanted her Byakugan eyes

- He kidnapped Hanabi only because of her Byakugan eyes.

Its clearly shown that Toneri never wanted to take Hiashi or Hinata Byakugan eyes, he had opportunity but he didn't, so why would he chose Hanabi eyes ???

The answer is because Hanabi Byakugan eye are pure (as said by Toneri ) and the most powerful among members of Hyuga clan which makes them best choice for awakening Tenseigan.
