IMO

From my judging of this two person, I honestly found Hamura is more formidable and can hold his own against Juubi although he lack an advanced technique from Rinnegan

Yes I just able to speculate Hamura skills over Sasuke, but given Hamura just have what most reader said fodder doujutsu that is Byakugan

I assume that he compensate that lack of advanced jutsu of Rinne with prowess in manipulating chakra sort of like Ashura.

Beside that he also improve his self in specific combat training to compensate for lacking in eyes power

Plus Byakugan abilities that we all know. He can utilize very precise attack at Juubi or even Kaguya if she use human mode.

BZ has state that Kaguya able to transform to Beast mode in latest chapter

According to above scan and BZ statement. I assume Hagoromo and Hamura had fighting Kaguya in human form before

And if not the case, The Juubi is still one the hell of problem for him.

That mean Sasuke can't hold the candle to Hamura in fighting skill(Theoretically) although Sasuke is bless with special eye while Hamura lacking in eye department

He is just keep getting beat by Kaguya over and over

To sum it up

Hamura is league above Sasuke

He is Badass. Look at his pose with Hagoromo, That tell anything.

He's like COME AT ME BEAST

I guess that also explains why Sasuke is the closest in terms of badassery. Naruto, Kakashi, Itachi, Madara, etc... would wish they reach Hamura Otsutsuki, but they don't have that cool factor!

Let look deeper to this matter, Yes I know it just a speculation but still we able to make believable hinting.

1. Power

Sasuke - PS (able to fly, have sword that able to cut trough mountain size meteor, indestructible etc), 6 Tomoe sharingan with HAX power

Compared to

Hamura - Byakugan, Shakujou (if this stick have some sort of power), Large pool of chakra, no bijuu power, speculate to have some form of Sage energy power. That's all

2. Opponent

Sasuke - Kaguya (Small humanoid form of opponent)

Compared to

Hamura - Juubi at the Fullest ( Massive, top of the mountain size, rampaging opponents)

3. Performance

Sasuke - Theoretically must able to handle Kaguya well although not easy but the opposite happen

Compared to

Hamura - Think for your self how tough it was to seal this massive entity, he just fly in front of Juubi Sharinnegan eye
