And he doesn't have the 9 tomoes and the Rinnegan on his back because his Tenseigan is not at full power, proof his form shines just like Naruto's KCM and when Naruto made his form more powerful by getting the other bijuu his skin stooped shinning.

Edit: Never mind, they had both dojutsu and strong bodies. I don't think the separation between eyes and body happens until Ashura and Indra.

They had both. Hagoromo had both eyes and body otherwise indra and ashura wouldve both had just strong bodies without the seperation of the two powers... so id assume hamura was the same.
