After Hagoromo and Hamura defeated and sealed the juubi within themselves, Kaguya tried to manipulate them into giving her the power of the juubi so she could absorb its chakra during infinite tsukiyomi to create her zetsu army to take to her home planet to take it over. They both realised that this was unethical and had enough of her shit, so they stopped infinite tsukiyomi and killed/sealed her. Hamura then left earth using the powers of his half of the juubi and went to Kaguya's home planet to rule over it. That explains why Hamura is unknown on earth, but on Kaguya's planet he might have the same God like figure as Hagoromo that has on earth.
So, Kaguya waited for Madara to fully utilise the juubi's power, gain 2 rinnegan and awaken the third eye, so she could take over his body and make use of his resources to create her zetsu army of 'non normal' people (zetsu's can't poop, which suggests they don't have other human bodily functions too) so she can take them to space and fight Hamura and reclaim her home planet for herself.
I think Hamura will descend from the planet he rules over to personally face Kaguya and help Naruto and Sasuke. I doubt he would give them powerups because what powers could he possibly give that doesn't ruin or confuse the Indra/Ashura Yin/Yang balance?
