There is no point in summoning him [Unless kishi wants to spend some panels on improving Hamuras character]
The Kages have much more to the storyline since their actions created these consequences [Shinobi system] .
When you need help with something, who would you first call? A family member or strangers?
Hagoromos purpose is to nurture the future generation in order to improve without conflicts, best way to do is by witnessing their predecessors and learning from em [Sasuke also contradict with the current shinobi system - who is essential to stop the curse of hatred]
On the other hand Hamura, who he could've summoned [This is still a possibility, since we're not aware what happened to him after he passed on his powers onto Hagoromo - Maybe he wanted to be at peace and away from the eternal suffering of humanity unlike his brother Hagoromo who still had the deep longing to see his sons co-operate]
Doubt even Hagoromo would stay long to watch over em after his sons starts to co-operate with each other [This is a burden which he's bearing for a longtime - He will most probably return to the pure world along with others]
In conclusion : Summoning the kages > summoning his brother Hamura
