Just going to briefly cover/clarify this. First off, Hamura did possess the Tenseigan in life.

• When the Ōtsutsuki Clan moved to the moon, Hamura created a special altar known as the Energy Vessel.
• During his life, Hamura sealed his Tenseigan eyes at the core of the altar. His eyes acted as a powerful source of senjutsu chakra to keep the altar "alive".
• The altar's function was to store 1000 years worth of Byakugans in preparation for "judgement" and to power everything on the moon.
• Hamura told Hagoromo that he would wait said amount of time before passing judgement on the world (if they lived peacefully, he would let them be

EXTRA: Explanation of the Tenseigan's awakening.

After Hamura, his bloodline split between the "new" Ōtsutsuki Clan and the Hyuga Clan; the former inherited the powerful chakra and the latter his powerful eyes... much the same as Hagger's power splitting between Uchiha and Senju. In Hamura's case though, both Ōtsutsuki and the Hyuga have main and branch houses. In order to awaken the Tenseigan, you need the chakra of a main branch Ōtsutsuki and the eyes of a main branch Hyuga.

And then blah blah blah, etc etc etc.

I can back that what it says is correct.

I watched the movie from a recording that a friend made but I'm not going to distribute it because I don't want him at risk of getting into trouble.

the infos we have on the 4th databook and the movie databook are not really crystal clear about Hamura and the Hyuuga, what you've said seems logic about the tenseigan (except the part about the tenseigan altar, Naruto and Hinata destroyed it, still, Toneri stayed to live on the Moon, how it will work for him without it if it was also used to maintain everything in there? make no sense...).

i saw nothing this precise in any official sources...
