I say konan. Haku is going to have a really hard time doing any serious damage to a paper-fied konan with just needles.

haku isn't that fast compared to current shinobi.
Once sasuke gets two tomoe sharingan, he could dodge haku.
That sasuke gets blitzed by weighted lee.
Then after training sasuke is as fast as weightless lee.
Then that sasuke gets speed-blitzed by KN0 Naruto.
And KN0 pre-timeskip naruto is more or less as fast as the standard jounin, who is well below konan.
And we also have base lee able to blitz a bloodlusted haku.
And part of the reason haku was so fast was because he surrounded naruto and sasuke with the ice mirrors. Konan can easily get out of that by dispersion, or simply won't fall into that.
she was also one of Jiraiya students
Can turn into paper at will to dodge most of the attacks Haku can dish out
was raised in a villaige at war for many years meaning more battle experience
she seems to have decent sealing abilitys with her paper

Haku is winning this one and i'll explain why.
1.Haku has a KG and before he died he was the last of his clan with it.
2. if haku uses he Secret Ice Mirrors there is no way Konan can survive that (unless she has a sharingan) hakus movements are way too fast for a normal eye to track.
3. how his jutsu works is the ice mirrors reflect his image everywhere in the area your trapped. making it easier for him to move about in the area hitting you with attacks.
4. he was the only ninja seen doing 1 hand seals ( even kakashi was amazed at that) also that gives him an advantage at getting his jutsu off way faster than konan.
5. haku knows every vital point on your body. and the only reason he died is because he didnt wanna kill sasuke and naruto ... he soft towards them.
6. Haku is just plain faster than konan his own KG proves that. konan wouldnt be able to read his movements
haku wins this he was not only talented he had a KG and was trained by the Demon of the Mist Zabuza in the art of silent killing.
