Kimimaro wins, his bone armor render most of Haku's senbon attacks useless, Haku is fast enough to match his taijutsu and his one-handed seals are useful in that regard. His Ice release shield would defend quite well against Kimimaro's hasendan and other jutsu too, but once it gets down to the killing blow, Kimimaro will take it due to Haku's lack of killing power by comparison.

IMO They have relatively equal skill levels and are both amazing prodigies of the same age.

Kimimaro can create bone membrane under the first layer of his skin,rendering hakus crystal ice mirriors useless..he can win without cs2
