Haku was just a coalescence of hype, nothing more.
His stats were 21.5 at 15... that's lower than 15 y/o Kiba, and we know how he stacks up against the others. This is the same Haku's whose best technique was countered by Naruto (destroyed Ice Mirrors with a small leak of Kurama's chakra) and Sasuke (landed a punch with 2T) in their second weakest forms of the entire series. He can't even stand up to CE Naruto and CE Sasuke 1 vs. 1... a Kage level shinobi like Gengetsu negs him.
