Or different if not higher. People mistaken Zoro's powerful killing intent for King's haki, so it wouldn't be a stretch if Usopp's new ability being mistaken for something different. He was able to literally see Suger's aura. I never heard of that being observation haki's ability if Oda is as yet to reveal it to be.
