It is pretty clear that Hagoromo's brother is the Hyuga clan ancestor. Is it possible that he was also a taijutsu master and that he invented both styles of taijutsu?

Yes probably.I made a theory few weeks ago Hagoromo = Uchiha+Senju, Hagoromo's bro= Hyuga+Uzumaki.
