Hagoromo's brother has to be

Lord Jashin

He has done the same as Hagormomo, taken his chakra through time, giving small portions of it to people (like Hidan) This chakra gives the user imortality.

I bet in the next chapters we will see Hagoromo talking about Jashin and that he was somehow was "obsessed with infinite life" So he used creation of all things to give himself imortality chakra. Hagoromo did not like this and abandoned his brother.

So Jashin traveled through the country trying to promote infinite life and the cult sympol of Jashin, while Hagoromo on the other side promoted Peace and the religion og Ninshū.

This created a feud, that is still ongoing to this day.
Another prediction, Orochimarus final plan will be to get the infintine life chakra from Jashin.
