Nah it was Hagaromo that tried to create peace through power. The fact that there are no legends about the other brother means he chose to let Humanity work it out for themselves rather than enforcing his beliefs.

What sounds like good actions? Enforcing your beliefs and consigning the world to ninja wars where even the landscape was a victim. Or a guy that had a whole lot less to do with the catastrophic disaster that was Hagaromo and his actions?

if he was evil though, why would he work with Hagoromo, let alone help seal the thing in him? From what Hagoromo implied, they more or less had similar values. I didn't really get the impression that either of them had anything in common with their mom in that regard.

i think he was just a guy who saw the world differently from hagorama, he didn't think it was his palce to do anything to deal with humanity so he just had two suns (hyuga and uzamaki ancestors) and left it at that, there's why theres not much information on him, he helped hagorama because he needed to then disappeared
