Hagoromo Overlooked OP Ninshuu

Hagoromo last chapter "summoned" the Kage(all of them) from the Pure Land(Land of the dead) to the Impure Land(Land of the living)

So since Hagoromo somehow has a Summoning Contract for the Pure Land then would it be possible for hia to Reverse Summon souls from the Impure Land(Land of the living) to the Pure Land(Land of the dead)?

If so then he can insta kill anyone by reverse summoning their souls to the Pure Land.
