Have both of the seal not mean/implied you are stronger because the method is different between using power to kill and power to seal.
For killing someone there are many scenerio/situation can take to consideration,

Killing Method

Situation A- is person A is weaker than person B but person A are able to kill person B by exploit person B weakness like person B have weakness point on their body or they have some defect/problem on their body like scar of injuries like Third Raikage or Broly. But that take strategies and intelligence to do it.

situation B- is person A is strong and powerfull and have no weaknesses to be exploit like Kaguya and that mean person B must be stronger than person A to make the power of person B can overlap power of person A. Like Living Tribunal to Thanos Infinity Gaunlet not the HoTU one.

Sealing Method.

Here the situation is different than Killing method for very strong person A that no weaknesses compare to the less strong person B but Situation A method still can be applied here. The key here by using strategies and intelligence. Because of person A have no weakness but by using sealing method they can ignore the point of weakness of person A that nowhere be found. Actually like what Naruto & Sasuke done in chapter 864 bur still fail.

The thing is, We don't know what happened to Hamura, he might of been dying and given his power to Hagoromo, Thus means hagoromo doesn't need his brother to defeated kaguya anymore.

Plus we already saw kaguya's reaction when she found out that sasuke/naruto had the sages symbols on their hands. Since he was the one who gave them symbols to both naruto and sasuke, he himself must have access to both of the symbols powers.
