In the following I will list facts and show you the reason why Hagoromo is kinda... "stupid".
Fact 1.)Indra's fate.

Hagoromo didn't notice how Indra started to walk into the path of darkness and hatred after entrusting his Son Ashura the Ninshuu. On the other hand Black Zetsu did and used his chance to manipulate Indra.

Fact 2.)Sealing Madara.

Spoiler

Inorder to defeat Madara, Hagoromo gave Naruto and Sasuke both seals. But the Seals were actually causing a gigantic Chibaku Tensei, which actually turned to a second moon. A moon sized CT could have destroyed the earth or at least would have killed almost everyone on the battlefield.

Fact 3.)Sasuke's fate.

Spoiler

While knowing that Indra turned out to be evil because he didn't received any power, Hagoromo decided to do the opposite and give Indra's Transmigrant power. It turned out to change nothing at all and if Sasuke succeeded with his plan the whole would have been under the lead of a dictator.

Fact 4.)Kaguya's Nemesis

So Hagoromo,confused about his Mother's behavior after eating the fruit, decided to stop his Mother from creating an army without questioning about her intentions. Recently the Otosukis still existed during that time and two of them were having war with Kagyua, so Hagoromo's actions on stopping his mom were a bit thoughtless and hasty.

For the seal part---I think he finally realize that juubi is Kaguya and in some point of time he knew Kaguya will take over Madara. He not surprised when knowing Kaguya is Juubi.

He gave Sasuke Tomoes Rinnegan, thats mean he knew Kaguya can travel between dimensions using Rinn Shari gan. He must felt little bit skeptical when seeing Juubi eye resemble Kaguya's Rinn Sharingan in the past after he sealed her and make an assumption that Juubi is actually Kaguya.

When you look at it back, you can get the clue.

For the nemesis part---Hagoromo is not omniscience dude

1. Sage prefered ashuras ideal over indras. Iirc he wanted indra to cooperate with ashura but BZ and the curse of hatred prevented that.
2. Oh please if sakura couldn't get caught in it. Why would the other fodders will?
3. Pnj. If hagoromo gave naruto all his chakra. There wouldn't be a vote 2 and he wanted to make it up to indra somehow.
4. Kaguya wanted to take hagoromos chakra to fight the threat. Not even the tnj master naruto knew she didn't havea heart. Tho it is weird why he never said what happened to kaguya in his point of view..

1. After Hagoromo rejected Indra as the successor of Ninshu BZ noticed Indra's change and then Indra started to be evil, Hagromo on the other hand didn't notice shit. :lol
2. Sakura wasn't in IT 99% on the other hand was, they couldn't protect themselves.
3. But Plot made Hagoromo making the mistake, which is still a mistake on Hagoromo's part You can't justify an action just because of Plot, because everything is Plot.

That core dimension connecting all dimensions including earth dimension. And I think earth dimension is the closer to the core dimension. If that core dimension is destroy, other dimensions will destroy also.

It will defeat the purpose of saving earth from CT? And whats the point?
