So I recently finished Kill la Kill, and I know it's more of a comedy that story driven but I thought of something interesting. If you watched, you remembered that the life fibers were ensued in clothing and Goku uniforms to give off the desire that "if I have clothes with life fibers I'll become much stronger", That was the final villain; Satsuki's plan.
Now think of it happening here; Hagoromo instilled Ninshuu into humans and they all grew up and used it
(including Rock Lee and Might Gai, they were only incapable of molding it, that's why they are numerous times stronger when they released their chakra limiters and why Lee was able to make the Rasengan bigger.)
I imagine that if he was FV, he would try and have everybody's chakra take them over from the inside out or something like that.
Reason he couldn't before? He did not possess both seals at the time until after fighting his mother. I feel that he somehow managed to later on gain both of the seals but maybe he was too old or weak, so he needed somebody else to become the new shinju host, with this his spirit stayed watching the transmigrants each generation waiting for a capable Uchiha to awaken the Rinnegan and become the new host, also planning to give his remaining power to others so when the host was defeated, he could come from them in a physical form with both seals.
He was watching Black Zetsu act from the sidelines from the other sidelines and the other sidelines.
Hagoromo, was the most hyped character in all of Naruto, if not only second to Madara. We were always given this image of him being a perfect human who only wanted to further mankind. But that was not his true intention and I'm calling it now.
