He's featless by design, if Kishimoto showed us too much of Hagoromo's omnipotence it would take away focus from the main characters, Naruto and Sasuke. The show is about Naruto and his journey, not Hagoromo's journey.
If we simply use our imagination a litte bit we see how limitless Hagoromo's powers really where. The mere fact that he created the tailed beasts from his own imagination and cast a chibaku tensei the size of the moon is staggering. He created Ninhuu/Ninjutsu, shaped the world with his teaching and the Sword of Nunoboko.
Sasuke at his prime created a pretty nice chibaku tensei, but Hagoromo created something 100000 times bigger while in his deathbed.... The moon is 1,737.5 million kilometers in radius and weighs about 7.35 x 10 Factor OF 22 kg.
Thats just stupendously large. Something likle that would require the user to have unimaginable strength. And Hagoromo had just that.
We know little or nothing about the powers of COAT, also he is the only one to be a completely master the Rinnegan. Who knows what unknown secrets lie inside the Rinnegan.
COAT is in theory infinitely more potent than IT. IT is restricted by physical paramaters. COAT is up to the users abstract imagination and has no limits. You can compare it to making every and any dream/though become a reality with the mare flick of your finger.
The entire premise of the manga exists only beacause Hagoromo created the tailed beasts from him imagination. He created life.
One part of me is glad that we never saw Hagoromo's powers, it leaves alot up to our imagination. It was the right move by Kishi.
He transcended time, life and space, and by doing so save the very world he once created.
