He trolled Naruto and Sasuke. It's true he gave powers to both which somehow prevented Kaguya from absorbing their chakra. But he knew that Kaguya would make an appearance and still even when Naruto asked more about her, he simply ignored the topic and cried over his mistakes. Wow. He even didn't tell them that Kaguya is inside the Juubi.
It would have been better if he talked more about her that time because currently Kaguya is in a hurry to wrap everything and close the manga for eternity. Firstly Kishi pulled a huge asspull and I don't think he would put much effort on every detail on Kaguya's backstory. And it really seemed that Kishi was in a hurry to cast out Madara from the Manga (because he doesn't know how to kill him. Lol) And from the dialogues of Kaguya it seems she can even fall for Naruto's TnJ. Oh wait, there Kaguya goes down the hill and the Naruto and Sasuke saves the day. Lol....

Hagoromo probably gave the duo enough power to defeat madara, which is also enough to rival kaguya should madara succeed in reviving her.

I think he anticipated this & gave them enough power as a result, or he didn't & they need more power from hamura [unlikely].
