Don't confuse Naruto and Sasuke's sealing with hamura and hagoromo. Hamura and Hagoromo just sealed juubi/kaguya into themselves, not perform CT. CT came later when hagoromo sent the juubi to the moon and split the juubi up into the 8 bijuu.

They sealed the Juubi with that Naru-Sasu-tattoo-move, not knowing that it was Kaguya fused with the god tree. Hagoromo never had the whole Juubi within his body, only the chakra which he divided into the 9 Bijuu before his death. Juubis shell, aka Gedo Mazo was directly sealed into the moon with help from Hamura with that Rikudou-CT.
Read the manga correctly, man.

They fought Juubi and sealed it inside Hogo and later when Hogo created 9 bujji they sealed Gedo Mazo using massive CT and Hamura went to moon to watch over Gedo.

Massive CT requires both seals and Hamura has one of them which means that it is impossible for Hogo to do it on his own.
