Hagoromo had the Shinju

Okay, so Hagoromo transformed the Juubi into the 9 Tailed Beasts. Akatsuki and Madara managed to obtain those 9 Beasts. Those 9 Tailed Beasts turned into the Juubi again, but not before becoming the Shinju. Madara absorbed everything which made the 9 Tailed Beasts. Things Hagoromo already had.
So why do people say he didn't have the Shinju inside him?

I'm honestly pretty confused by how the tree and the Juubi became separate entites at this point.
However, I'd say it's because Hagoromo's cloak does not look like Kaguya's and Madara's.
His cloak is the same Madara's before sealing the God Tree, so it would naturally lead
a person to conclude that he lacks the God Tree for some reason.

This is also correct. As a Jinchuuriki - posing complete control of your Bjiuu -it allows you to extract the Bijuu from you body at anytime of your chosen. They also forgotten that Shinju is the Juub's final form.

er, Not really. The sealing jutsu that obito,madara and the sage use absorbs the juubi into their body hence the physical changes they have post sealing.

OT. ofc the sage had the shinju. Juubito was controlling the shinju remotely. Hiruzen noted that it acted as limb or something along those lines...
