Hagoromo fought the strongest Kaguya(Juubi)

Kaguya's strongest state was when she fought in Juubi form.


You see, Juubi= Kaguya+ Shinju.

The Juubi that the SA fought isnt the same. It was a weakened one that doesn't contain Kaguyas awake conciousness.

That is why when Obito transformed the Juubi into the Shinju, he seperated the Shinju and Kaguyas essense.

Her essense remained in Obito in Gedo Mazou.

Until it was transferred to Madara.

Only when IT was started, she could become awake again.

She was planning to reunite with the Shinju and become the ultimate Juubi.

However, she could not as she was defeated by Naruto and Sasuke before she could reabsorb the rest of the Shinju

Edit:Regarding the last part, I believe the only way she could've gained more power was by taking chakra, the tree as there too absorb chakra for her ,nothing of absorption of the people has been hinted at, the everything becoming one motif is due to the chakra unity of all under Kaguyas rule, not everyone biologically .if the tree were to be absorbed so would the people,PR her means of taking their power and turning them into zetsus imo.

Yes, but when Hagoromo sealed the Juubi, it was weaked to the extent that when the Juubi was revived, Kaguya was still asleep, making the Juubi mindless and weak.

To wake up, she needs to be sperated from the Shinju


And then, allow the Shinju to become stronger before recombining with it.

Kaguya only have the top of the Shinju, not the stump nor the roots.

That is why she was only able to manifest a partial Juubi that didn't maintain form for a long time.

good point i completely forgot about that, but wouldn't fighting kaguya be harder than fighting the jubbi no matter how powerful? to win, hago and hamura / naruto and sasuke just had to place the seals on the opponent and turn them into the core of a chibuka tensi, and the jubbi is a lot bigger and easier to touch than kaguya and her switching dimensions
