Only reason why I say this is because when Kaguya first seen Naruto and Sasuke, she sense Her two sons, because the first thing she probably felt was rikudo chakra.
But then she took a closer look and noticed they both only have half of the power, which then she said something like "No...Ashura and indra.."

So maybe this could mean both the sage bros had full power?​

The Sage murdered his own brother and took the power. He's been covering it up since then. BZ wasn't actually the bad guy in all this. The Sage is.
