Essentially, Hagaromo was eventually swayed to Indra's thinking over the centuries and decided to somewhat side with Sasuke after hearing Sasuke's full story.

Hagaromo still gave Naruto power because he is somewhat conflicted. But he secretly in his subconcious wants Sasuke to take down Naruto and steal his seal,

You know I have a different opinion. When Hagoromo first explained their history it seemed that at first he also believed in power, much like Indra but then he saw a different path in Ashura. What I'm trying to say is that after changing his mind, he followed Ashura's philosophy which didn't go well since he died XD But after continually entrusting Ashura's successors, he wanted to see what would happen if he entrusts both of them for a change and so he did claiming that the results were no different. I believe that he want to test for once Indra's way aka Sasuke's and if his way is also wrong, then he will take action by claiming both of his sons' power in order to rule the way he sees fit and correct.

no, the only reason he gave sasuke power is because he thought it would help. yes he knew what sasuke wanted, but he thought that by not showing favoritism to either one, that them working together would bring peace. but even after that indra/sasuke still decided on conflict. had he actually been bad, he would have just let his mother control the world as it wouldn't matter either was because he is dead.
