Of course they are. Currently no single person is powerful enough to come close to sealing madara, and by my estimate only itachi and gaara would even have a slight chance, and Jiraiya is immensely powerful in his own right.

Are they powerful enough to change the tide of the war dramatically in the ASA's favor? Probably not. But they sure as hell would help balance the scales.

edo itachi was better outcome for itachi in the war rather than a living itachi who would end up in the 5 kage situation
or he would be where kakashi/guy/ bee are... no better yet,
he would be in the state Orochimaru & Sasuke are in up to this point.

Jiraiya *living* would have eventually teamed up with Tsunade / Oro & Sarutobi sensei would join in too..

Oh please jiraiya's his death allowed naruto to beat pain by obtaining crucial information on pain's abilities. He did not die in vain and he solo'd three of pains paths. Jiraiya is a beast get that into your thick head.

Also, plot says that only main characters can win this war for the alliance.

Could Itachi or Jiraiya change the tide of the war? Probably not. They're both above kage level, but not really enough to make a difference from what's happening right now. If BM Naruto & KCM Minato can't deal with Juubito, Itachi and Jiraiya have no chance.

And sadly, they would be destroyed by Madara as well. I love Jiraiya, but as his fan, I also know his limits. Madara or Obito would kill Jiraiya(or Itachi) within a minute of combat without help from someone else.
