Would Indra have awaken The Rinnengan like Madara? How powerful would Indra be with Rinnengan?

How come Black Zetsu didn't want Indra to try awaken the Rinnengan to revive Kaguya? Why did Zetsu wait for a transmigrant? How would Zetsu even know that Indra and Ashura would be reincarnated?

Well because Indra probably still knew truth about Infinite Tsukyiomi. Hagoromo probably told them about his mother and other stuff. And Zetsu probably realized their reincarnation later, none said that Zetsu had plan from start.
And Probably did not have technology for DNA manipulation.
