Overall he his, because the entire thing is about him, but eliminate plot and compare him with the current hokage he isn't. I'm not trying to start a flame among the Naruto FANBOYS but lately I've being compromising his abilities with Tsunade's and well to some extent she's better. Before i start elucidating All die hard Naruto Fans can Leave, trust me it doesn't worth while reading when your minds are unchangeable, blunt and cant rationalize.
I will begin with his most powerful mode.........Bijou Mode
So Many people would say Tsunade just got demolished or pulverized..........but I've seen weaker opponents take on and took out several tailed beast, which includes, Deidara, Sasori, Kakashi, Gai, Hidan, Not to mention Kakuzu who are lesser of that, Tsunade, (I'm not trying to aggravate you all but its the truth and we all know it)
The first thing I will discuss about our current hokage is her speed issue that has raise the bar of her not capable to execute rapid movements.......which i really dont know where it came from and which lunatic started up that issue on the base
Speed isn't Tsunade's Problem just like every Gennin to kage level ninja who can infuse chackra in any body parts (mostly feet and hands) Tsunade can do this too seen here
In-fact Not only can she do that, but she can take it even further, with her RAITON RELEASE, to enhance/augment her speed much more as seen here below she can give her chackra lightning properties, whenever she feels like
And the fact that she dissipated Madara's ultra Dragon's Katon before the fastest man could react or evade and before the versatile Mizukage could weave her first hand signs, kills all Tsunade's slow speed issue. (there are many more but dont have the time for that)So Tsunade can go toe to toe with the beast most certainly........
Naruto on the other hand dont have any counter for that jutsu and if he gets hit, it can cut him off completely from Kurama's chackra, I know people will say, Tsunade cant hit Naruto because A tried and he evade Raikage's thunder punch, but it was the same Naruto who got stop by Madara's fan several times, despite out running A/EI, few hrs ago, despite Madara unable to dodge A's punches (even when not powered up by Onoki) besides as i have said, weaker and slower have taken out beast and the EIGHT TAILS MADE IT CLEAR THAT THE STRONGEST BEAST DOESN'T DETERMINE BY THE NUMBER OF TAILS
Ok so how will Tsunade deals with TBB, Rasen-shuriken, and couple Frogs, well she herself could handle the rasen-shuriken attack base on what was illustrated in the manga............
although she said her medic skills cant heal it, i think she was lying, because she went through a massive ration jutsu that was twice deadly as that and she survived....... in overall evasion from Naruto's rasen-shuriken we have seen how high Tsunade can jump (like when she toss Bunta's sword in Manda's mouth so quickly) and how low she can dodge fast
so she doesn't sucks at evading, even kakuzu jump above his rasen-shuriken......
As for Naruto's TBB oh my god,,, as usual fanboys of Naruto will say its over right here and now, this is also false convictions to say that Tsunade and her slug (Katsuyu) cant handle a bomb.
The whole point is the fact that Naruto can solo anyone in the Manga/Anime because its all about him and we all know that, but just compare him with others thats not the case (eliminate plot)
Another major downfall is his thinking ability of not being able to execute strategies in war properly and thats also a major downfall, if kurama doesn't intercept sometimes Naruto dont know what to do.......(this has being proven on various occasions in the Manga)
Now the only attack he has left in his arsenal is his frogs, because basically all he has is 1 attack which his a ball that keeps growing, are you people been watching and analyzing this entire time?
So it all comes down to this
I've heard people say katsuyu cant fight, but if that was the case she would have died a long time ago, because as you can clearly see Katsuyu is Tsunade's only summon thus far and Tsunade always calls on her in times of trivial/ troubles.
Her offensive abilities of shooting acid and sticky substance/slime is more than enough to eliminate all of Naruto Frogs with her defensive ability of dividing and transferring Tsunade's jutsus to her opponents, i mean she is beast and works effectively with Tsunade, something that Naruto lacks with his frogs, her telepathy communication of relaying information to Tsunade is best in theses situations when being outflank......Bunta and gang would succumb to Tsunade's attacks (chackra scalpel--tearing muscles, paralyzing and poisoning them) i must admit if they are not careful they will fall under the two sage toads genjutsus......which are very dangerous but if it comes down to that, she can easily envelope Tsunade in her diminutive state and confuses the frogs about her master's location.........
Being inside her belly Tsunade could easily undo the genjutsu (frog song which takes a considerable amount of time to perform, because of preparation) if get caught, and as Mr Morocco would say desperate times calls for desperate measures i would assume from here on out that Katsuyu would utilize her abilities to the fullest; (spitting acid in the toads eyes and gluing them together with her sticky slime) hence rendering them useless......
i wanted to go a little further in depth on both Ninjas but people on Naruto base forums dont like to read lengthy coherently threads and so the illiteracy rate increases
so yes being the hokage it was stated that you are the strongest within the village and based on the review Tsunade is still possibly the strongest in her village, besides this is not the end of her, kishi will troll once more as expected so its not surprising to me, there's an imperfect slug mode coming down the road, which will wreak HAVOC
with the big dogs rolling out to war, did you all honestly think that kishi wasn't saving Tsunade's TRUMP CARD for that moment, to prove that she lives up in the HYPED ERA?
