1. Rikudō Sennin - Sage of the Six Paths, a priest with godlike powers, defeated the Ten-Tails single-handedly.

4. Edo Hashi - God of Shinobi. Besides, this beast is the Goku of the series. "His wood cannot be beat."
5. Edo Madara - From what we've seen so far, he's incredibly overpowered. Can summon meteors and all that jazz.
6. Naruto - Foreshadowed to become the second Sage of the Six Paths. Has shown to overcome almost everything.
7. Obito - Yeah, yeah... Without Kamui he'd be shit, but this whole argument is pretty retarded. Just think about it.
8. Itachi Prime - Far stronger and more intelligent than his brother Sasuke. I'd place my bets on Itachi any day.
9. Sasuke - Now that he has his brother's eyes, he's going to kick some major ass. He's still pretty low on the tier list though...
10. Orochimaru - This spot undoubtedly belongs to the genius of this whole series. He's the Voldermort of Naruto. An immortal, sexy, and pedophilic madman who's in love with snakes and the art of being badass. He has his arms and Senju DNA. Let's wait and see how truly powerful he's become. Perhaps he might shoot up a couple tiers.
The rest are fodder in comparison. Notable mentions, of course.
- Minato, Jiraiya, Nagato, Hiruzen, Tobirama, and from there on... Raikage, Kakashi, Mu, Onoki Prime, Kabuto Sage Mode, etc. etc.
