It's obvious that it's the same hat, what would be the point of showing that flashback of Rayleigh if Gol D. Roger(not Gold Roger!! ) just wore a random strawhat.

i reckon its the same hat as rayleigh hints to it in 603 'Luffy is really starting to grow to that hat' and this was said when Shakuyaku said how strong luffy has really become
