Sure. First the SO6P had it before we even knew what it was, and his son (the Elder Son) had it. Then Nagato had it, and we were told it was, supposedly, a super rare doujutsu. Then suddenly Tobi decides to snatch it, then Madara shows up, activates it in his creepy zombie form, and claims he's had it before that, while he was still (though barely) alive as well!

Why not give Sasuke this "super rare" doujutsu?

Oh, and since Naruto is going to be the reincarnation of the Sage, why not give him the goddamn Rinnegan as well?!

You do realise in all likeliness, It is the same pair of rinnegan eyes being passed around. Madara to Nagato to Tobi.

IMO not as many people have the rinnegan as thought it only seems that way because of the edo tensei.
