Only those who can manipulate all chakra transformation properties (seishitsu) legendary “Rinnegan” wielders are allowed to posses this jutsu that has all rights to be called “crystally perfect”.
Picture: Its repulsion force is so strong that even ninjutsu and taijutsu are equally ineffective against this jutsu, with an unexpected discharge of the invisible force, it is very easy to catch opponents off guard .

Let's not forget limbo and his other abilities that Madara just happened to forget about.

Yes, Madara had several defensive counters and he didn't use them and I don't know why. It could be because of plot. But the counter you are mentioning won't be that solid against Gai. The thing is Gai's taijutsu is way too strong to be held back by that. In other words, Gai could resist the force of Shinra Tensei.

DB is BS, six tailed kyuubi naruto repelled it :|. While madara's ST would certainly be stronger than pain's it goes to show that the attack doesn't make taijutsu or ninjutsu ineffective at all.
