Both legendary Taijutsu users.

Scene: flat ground as far as the eye can see - literally 1 vs. 1

Raikage - everything
Guy - 7th gate (if he opens 8th gate he dies meaning it is at best draw)

READ:
Personally I think that Guys 7th gate trumps Raikage's taijutsu, based on how easily he took out Kisame a supposed kage level who was spectacularly strong and skilled in hand to hand.

HOWEVER!!!! - While I think the 7th gate is better than A, I don't think it would be strong enough to kill Raikage before he was forced to return to his normal state where obviously its gg. Raikage would be outmatched and get injured but be able to hold it off long enough. So for that reason in my opinion I give it to Raikage.

it honestly depends on who does what. If Guy doesn't jump to 7th Gate he's in a lot of trouble. The Raikage is built a LOT differently then most shinobi and as such can sustain heavy physical damage (a true tank like his father). He even took a point blank chidori and only received a scratch. Also the aura is also offensive and would damage guy as he strikes him. If Guy jumps to the 7th Gate and uses Daytime Tiger it would insta-kill the Raikage. the wind element trumps the lightning element and let's face it, daytime tiger is one UBER powerful wind technique. and it's unlikely hte Raikage can evade an attack of that scale even with his increased speed

he would dodge daytime tiger

Too disrespect the Raikage in such a manner. For shame, for shame I say.Even if Guy goes 8th Gates, he still wouldn't be able to touch A(Raikage).Maybe someone should check out Itachi Namikaze explanation of the 8th Gates.

Well guy is not being underrated, hes been put out against a kage..seriously...a kage.
WHY would you make a jounin fight a kage???.from ranks view..raikage wins this.

as for a real fight guy can't really do anything basicly, with his normal speed compared to raikage's speed he got nothing. so say he do go directly from no gates to gate 7 which he never done before in all of his life, raikage still have bearly used any chakra so say hes still at 100% while guy got limited time with the 7th gate then hes screwed..

i'd say raiKAGE wins this.

I have yet to see any counter to Itachi Namikaze argument. To me it was spot on and without flaws. With that said, putting Gai in the same sentence with A(Raikage) can't be seen as anything less than disrespect.A(Raikage) power and speed are on a whole other level than Gai's.

This here is my arguement:

One thing that you aren't taking into consideration is that the 8th gate is more powerful than all of the other gates and will, therefore, grant more strength and speed than the others would. It's also not as steady of a power boost as you say it is, where, even in the 8th gate, they only gain just another 10% of their chakra. There are functions that go along with the release of extra chakra.

1st:10% of chakra + they gain the use of all of their muscle power
2nd:10% of chakra + increases stamina
3rd:10% of chakra + increases blood flow and allows information to travel at a much faster rate along the nervous system(seems similar to raikages lightning armor, but probably less powerful)
4th:10% of chakra for strength and speed
5th:10% of chakra for strength and speed
6th:10% of chakra for strength and speed
7th:10% of chakra for strength and speed
8th:10% of chakra + causes the heart to beat at maximum power and exceeds the power of all the other gates

In the final gate Not only does he gain the rest of his chakra, but the heart also beats at maximum capacity. It is not speculation and is written down by Kishi as well.

About the quote, he will surpass all of the kage in speed and strength. It's not just a general statment about overall power as the gates grant speed and stength to the user. When saying greater than the kages, it means that he will surpass all of the kages in speed and strength, including speed demons(A) and monster strength freaks(Tsunade). The logic in this sentence goes like this:

When the user opens all of the gates, the user will be temorarily granted power greater than the kages. (Since gates grant both speed and strength, this is what categories the user will surpass them in.)

Since A is a kage, he will be surpassed.
In what category?
Since the gates grant speed greater than the kage, he will be surpassed in speed.
Therefore, Since A is a kage, he will be surpassed in speed.

Since Tsunade is a kage, she will be surpased
In what category?
Since the gates grant power greater than the kage, she will be surpassed in strength.
Therefore, Since Tsunade is a kage, she will be surpassed in strength.
